The applicant proposes to
expand by 6.6 acres, an existing sand and gravel pit from a
currently approved 4.85 acre Life of Mine Area to a 11.45 acre Total Life of Mine Area
on a 57.3 acre parcel of land owned by the Town of Chazy. The applicant proposes to
utilize a screening operation onsite. No washing of the gravel or other treatment is
proposed. Gravel will be trucked from the mine to Big Hill Road via an existing haul
road. The reclamation objective is grass plantings and eventual reversion to natural
forest. The mine is located about 450 feet north of Big Hill Road, approximately 1500
feet north of the Big Hill Road - NY Rt. 11 Intersection.

the taking of up to 250,000 gallons per day of potable
water to supply the Pleasant Ridge Water District, located west of I-87, south of the
Saranac River and North of Irish Settlemnt Road. The water supply source will be from
the Town of Plattsburgh's existing Morrisonville Well source. Construction and
installation of the new distribution system will involve a small portion of a New York
State regulated wetland.

The Applicant proposes a
natural minerals surface mine totaling approximately 42 acres,
involving two separate pit locations wholly within a contiguous 92.78 acre parcel owned
by the applicant. The two sites had previously been mined in low, sub-regulatory
quantities over 40 years, throughout approximately 13.5 acres. These two existing mined
areas will be encompassed by the proposed new mine, and will be now subject to
regulatory mining and reclamation standards. The mine site is located on the north side of
Hogsback Road & Windy Hill Road, approximately 0.81 miles east of its intersection
with Clarks Mills Road.
