Negative Declaration

St. Lawrence County - The Village of Massena Planning Board, as lead agency, has determined that the proposed Massena Market Place Retail Center will not have a significant adverse environmental impact. The action involves an application for Site Plan and Subdivision Plat approvals for the re-development of an existing commercial retail plaza located on State Route 37 in the Village of Massena. The proposed re-development consists of a ±104,886 gross square foot (gsf) Home Depot Home Improvement Center; a ±224,585 gsf retail pad; a ±3,500 gsf restaurant pad; and a ±6,600 gsf restaurant pad. The proposal also includes parking for ±1,719 vehicles, site landscaping, storm water management facilities, driveway access improvements, and off-site highway lane modifications. Access to the site would be via the existing entrance from Urban Street and a new access drive to East Hatfield Street. The total site acreage is ±62.70 acres in size. Currently, the existing site contains a former retail building of approximately 95,000 gsf and parking for an estimated 406 vehicles. The building is now vacant and is proposed to be demolished. The project is located at the former “Ames” Shopping Plaza, New York State Route 37, Village of Massena, St. Lawrence County, New York.
