ENB Region 7 Completed Applications 03/10/2004

    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollution Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of up to 1,500 gallon per day of treated sanitary waste to the Ouaquaga Creek.

    Additional information including the current permit, renewal applications, and supporting documentation may be obtained from, or inspected at the NYSDEC central office in Albany.  Substantive comments on the permit or requests for a hearing or both must be submitted in writing to the contact person.

Applicant proposes to construct a limestone seawall, approximately 181.9 feet long, at his property on Skaneateles Lake: 2346 Thornton Grove North, Fire Lane 33, Skaneateles (T).

The applicant proposes to mine topsoil, sand and gravel from 4 separate mine areas totaling a 102.1 acre life-of-mine facility on a 226.3 acre parcel of land owned by Robert Welch.  Proposed mining would affect about 2.6 acres of the buffer of state designated freshwater wetland L-8.  The mined areas  would ultimatley be reclaimed to woods, meadow and open water.   The application is available for review in the Syracuse Office.
