The applicant proposes to
vertically expand the existing bedrock quarry by lowering the
mine floor elevation by approximately 40 feet to an elevation of 1478 feet USGS datum.
The affected acreage of the mine (185.5 acres) will not increase as part of the permit
modification. The applicant currently owns 332 acres at this site. It is anticipated that as a
result of the vertical expansion additional ground and surface water will have to be to be
discharged from the quarry. Modifications are proposed to the process water and
stormwater management systems and a new site specific State Pollutant Discharge
Elimination System (SPDES) permit application has been submitted. Up to eight outfalls
will be permitted under this application. Flows from outfalls 001 through 003 will be
treated stormwater run off and will discharge to New York State Regulated Freshwater
Wetlands JV-6 and JV-8 in the Susquehana drainage basin. Flows from outfall 004 will
be from treated quarry dewatering and stormwater runoff and will be discharged to New
York State Regulated Freshwater Wetland JV-6 . Flows from outfall 005 through 008 will
be less than 1,000 gpd each of sanitary wastewater discharged to groundwater. A
Freshwater wetland permit will be required for the construction of outfall 004 in the 100
foot regulated adjacent area of the wetland.

The
Department of Environmental Conservation (DEC) has received an application to
re-issue the following EPA minor Private/Commercial/Institutional State Pollution
Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative
determination to re-issue this permit for a five-year period, maintaining the current
effluent limitations and monitoring and reporting requirements. This permit involves the
surface discharge of up to 6,000 gallon per day of treated sanitary waste to the St.
Lawrence River.
Additional
information including the current permit, renewal applications, and
supporting documentation may be obtained from, or inspected at the NYSDEC central
office in Albany. Substantive comments on the permit or requests for a hearing or both
must be submitted in writing to the contact person.
