The Delaware County Department of Public Works Proposes to replace the Otego Road Bridge over Ouleout Creek in the Town of Franklin.The project includes the construction of a temporary detour bridge and the removal of the existing structure. The new bridge will then be built on the original alignment.

The New York State Department of Environmental Conservation (NYSDEC) has performed a review of the current State Pollutant Discharge Elimination System (SPDES) permit for Keymark Corporation under the Environmental Benefit Permit Strategy (EBPS) program and pursuant to Environmental Conservation Law and NYS Codes, Rules and Regulations has made a tentative determination to modify the permit.  This permit involves the treatment of process wastewater that is then released to the Cayadutta Creek.  This modification proposes several changes to the permit including the following: administrative corrections to the industrial and discharge codes, update name of permit contact person and update mailing addresses; add effluent limits and monitoring requirements for oil, grease and methylene chloride at outfall 002; modify some of the effluent limits, add Discharge Notification requirements and add Best Management Practices requirements.

This tentative determination indicates that the discharges regulated under statute are considered to satisfy regulatory standards for permit issuance, based on information available to the department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to replace the existing bridge over the CSX Railroad tracks on County Route 3 in Schodack, which will impact 0.14 acres of federal wetlands to accommodate slope requirements.  The project is located on County Route 3 over the CSX Railroad tracks, Town of Schodack, Rensselaer County.
