Availability of Voluntary Cleanup Project Remedial Action Work Plan for Comment

Project Location: Region 7, Onondaga County, Town of Cicero, 7980-7984 Brewerton Rd, Cicero, NY

Brief Project Description: The site is located in a suburban commercial area, surrounded by commercial properties. The site is currently unused and was used in the past as a dry cleaning facility, a car wash, an auto repair facility, and a sports tavern/restaurant. Nearby land uses include: auto repair (tire shop), an automobile oil change facility and a car dealership.

Dry cleaning operations on the site have resulted in solvent contamination at the site. Investigations performed at the site have identified dry cleaning solvents and related substances as the primary contaminant of concern. Contamination has been identified in site soils and groundwater. Data supports that the soil contamination is confined to the site. It is not yet known if offsite groundwater has been contaminated.

Contemplated Use of the site: The intended use of the site will be restricted commercial excluding day care or health care facilities.

The proposed remedy will achieve the cleanup goals through removal and disposal of contaminated soils. The dimensions of the proposed excavation areas will be based on data from previous investigations and data obtained by extensive pre excavation sampling. To ensure that the remediation has achieved the cleanup goals and will be protective of human health and environment, further confirmation sampling may be performed before backfilling the excavation to the original grade. After the excavation is completed and backfilled, additional environmental sampling (groundwater, soil vapor, and possibly more soil sampling) will be performed to determine if cleanup goals have been reached and whether or not any further remedial measures are needed. If needed, they will be developed in accordance with DEC and DOH policies and guidelines.

The draft remedial action workplan entitled "Voluntary Cleanup Program Remedial Work Plan", dated February 2004, is available for public review at Cicero Town Hall located at 8236 S. Main Street, Cicero, NY and at the New York State DEC office located at 615 Erie Blvd. W., Syracuse, NY. Both are open from 8:30 AM until 4:00 PM Monday through Friday.

Negative Declaration

Cayuga County - The Cayuga County Water and Sewer Authority, as lead agency, has determined that the proposed Fair Haven Sewer Project will not have a significant adverse environmental impact. The action involves the establishment of a sewer district and installation of a sewer system infrastructure along all streets within the Village of Fair Haven, and NYS Rt. 104 A in the Towns of Sterling and Wolcott between Chapman’s Corners and Fair Haven.
