FINAL REQUEST FOR PROPOSALS FOR
MATERIALS RECOVERY FACILITY CONTRACTOR
Rockland County Solid Waste Management Authority is issuing a Final Request For Proposals (FRFP) for a Materials Recovery Facility Contractor. The Contractor shall (1) furnish all labor, materials, supplies, and equipment, as detailed in the RFP, (2) produce recovered materials in accordance with specifications set forth in the RFP by separately processing commingled containers and commingled paper, (3) operate and maintain all equipment (except the scale system), (4) accept, account for, store and market the recovered material, and dispose of residue and rejects at the adjacent Transfer Station, (5) complete certain retrofits during a transfer period, and (6) secure, renew, and comply with all required permits and registrations.

Ulster County - The Town Board of the Town of Lloyd, as lead agency, has determined that the proposed Northern Light Industrial Extension of the Highland Water District will not have a significant adverse environmental impact. The action involves an extension of the Highland Water District North along 9W to Upper North Road.

Westchester County - The Planning Board of the Village of Croton-on-Hudson, as lead agency, has determined that the proposed Hudson National Golf Club Practice Range may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a practice hole and teaching facility which are proposed for an area of approximately 9.6 acres. An old field habitat will be created in the area of an existing practice range. The project is located in the Village of Croton-on-Hudson at the end of Finney Farm Lane.

Ulster County - The Planning Board of the Town of Plattekill, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Magic Canyon Theme Park. A public hearing on the Draft EIS was held on Thursday, February 5, 2004 at 7:30 p.m. at the Town of Plattekill Cornwall Town Hall, 1915 Route 44/55, Modena, New York. An Extension of the comment period has been made until March 19, 2004. Written comments must be received at Town Hall, 1915 Route 44/55, Modena, N.Y. by 4:00 p.m. on that date. The action involves land use and related approvals for a childrens' theme park with activities focused on a connection to prehistoric times, related buildings, rides, exhibits, shows, other attractions, shops and food services. The site will utilize private septic and water facilities and provide parking for 530 cars and 14 buses. The project will use 26 acres of a 51 acre parcel on the north side of Route 44/55, approximately 2800 feet from its intersection with Route 208. The site was formerly used as a sand and gravel mine. The property has been reclaimed and will be landscaped and redeveloped for the proposed use.

Orange County - The Planning Board of the Town of Monroe, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Henry Farm Estates. The project involves a request for land use approvals for a residential development consisting of 66 single family detached units and a multiple dwelling group containing 50 age-restricted townhouse units, along with a commercial/office parcel on a 134.1 acre tract of land located in the SR-20 and RR-1.5 zoning districts in the Town of Monroe.

Westchester County - The Planning Board of the Village of Tarrytown, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Aqueduct Courtyard. The action involves a 6-family, 2-story residential building behind an existing 8-family residential building on 1.27 acres. The project is located at 224 South Broadway (Route 9), north of Prospect Avenue and south of Leroy Avenue (Sheet 18, Parcel P28), Village of Tarrytown, Westchester County.
