ENB Region 6 Completed Applications 03/03/2004

    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of 3,000 gallons per day of treated sanitary waste to the Philomel Creek.

    Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany.  Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

The applicant proposes to armour 79 linear feet of Sauquoit Creek, a class C, standards C(T) stream. The engineered plans call for placement of 3,000 to 5,000 pound stone along the eroded east bank of the creek to protect the applicant's parking lot. The site is located east of Oneida Street and 1,300 feet north of the intersection Oneida Street and Chapman Road.

The applicant proposes to renew and modify an existing sand and gravel mining permit on an 80 acre parcel located 800' West of Chapel Hill Road, 1500' South of State Highway 72 and 2 miles West of Parishville.  The present 80 acre life of mine will be reduced to a new life of mine of 58.6 acres, which includes 3 acres previously unpermitted, for the construction of a new scale house and access road that would enter Chapel Hill Road approximately 2400' North of CR 58.  No other changes to the mining operation or land use reclamation plan is proposed.

The applicant proposes to develop six cabin sites as part of a Town approved subdivision, North of CR 26, 1000' West of NYS Route 3 and approximately 1.25 miles West of the Hamlet of Pitcairn.  The cabins would overlook Big Creek, which is part of regulated freshwater wetland H-34, an 87 acre Class II mixed shrub and open water wetland.  The cabins would be located no closer than 75' from the wetland boundary.  Access driveways, individual wells and septic systems would be constructed as part of the development.

The applicant proposes to renew an expired mining permit for a 14.5 acre mine site located on a 254 acre parcel owned by Peter and Marie Rocca, 189 Belleville Road, Hermon, New York 13652.  The site is located 2,000' East of CR 21, 1500' South of the intersection of CR 21 and Spruce Road, approximately 3.25 miles North of the Village of Edwards.  No expansion or modification of the 14.5 acre life of mine is proposed.

This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at the Stockholm Limestone Quarry in the Town of Winthrop, St. Lawrence County, New York.  This facility is engaged in mining and processing of nonmetallic minerals.  The Standard Industrial Classification representative of this facility is 1422, Crushed and Broken Limestone.

This modification to an existing permit removes four crushers and two screens, and adds two screens and an asphalt concrete batch plant.

Facility Carbon Monoxide (CO), Particulate Matter (PM-10), and Oxides of Nitrogen (NOx) emissions are capped below Title V and Major Source thresholds.

The facility is subject to New Source Performance Standard 40 CFR 60 Subpart 000, Standards of Performance for Nonmetallic Mineral Processing Plants; 6NYCRR Part 225, Fuel Composition and Use - Sulfur Limitations; and 6NYCRR Part 227, Stationary Combustion Installations.
