The Department of Environmental Conservation (DEC) has received
an
application to re-issue the following EPA minor Private/Commercial/Institutional
State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has
made a tentative determination to re-issue this permit for a five-year period,
maintaining the current effluent limitations and monitoring and reporting
requirements. This permit involves the surface discharge of 3,000 gallons per
day of treated sanitary waste to the Philomel Creek.
Additional information including the current permit, renewal
applications, and
supporting documentation may be obtained from or inspected at the NYSDEC
central office in Albany. Substantive comments on the permit or requests for
hearing or both must be submitted in writing to the contact person.

develop six cabin sites as part of a Town approved subdivision,
North of CR 26, 1000' West of NYS Route 3 and approximately 1.25 miles West of the
Hamlet of Pitcairn. The cabins would overlook Big Creek, which is part of regulated
freshwater wetland H-34, an 87 acre Class II mixed shrub and open water wetland. The
cabins would be located no closer than 75' from the wetland boundary. Access
driveways, individual wells and septic systems would be constructed as part of the
development.

This Department has received
a request to modify an existing permit and has drafted an
Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State
Facility Permit, at the facility located at the Stockholm Limestone Quarry in the Town of
Winthrop, St. Lawrence County, New York. This facility is engaged in mining and
processing of nonmetallic minerals. The Standard Industrial Classification representative
of this facility is 1422, Crushed and Broken Limestone.
This modification to an
existing permit removes four crushers and two screens, and adds
two screens and an asphalt concrete batch plant.
Facility Carbon Monoxide
(CO), Particulate Matter (PM-10), and Oxides of Nitrogen
(NOx) emissions are capped below Title V and Major Source thresholds.
The facility is subject
to New Source Performance Standard 40 CFR 60 Subpart 000,
Standards of Performance for Nonmetallic Mineral Processing Plants; 6NYCRR Part 225,
Fuel Composition and Use - Sulfur Limitations; and 6NYCRR Part 227, Stationary
Combustion Installations.

in Watertown, NY.
