Create dockage for large vessels using the St. Lawrence River by rehabilitating approximately 366 feet of deteriorated bulkheading that consists of a combination of rock and rubble-filled wooden cribs and wooden pilings by installing sheetpiling along a portion of the structure to retain the existing fill materials.  The alignment of the structure will be straightened through the installation of pilings and a concrete relieving platform. Upland improvements will be made to the existing park area called Frink Park located on Riverside Drive in the Village of Clayton.

Construct 130 L.F. of stacked limestone wall 5' high along the base of the eroded bank along

Lake Ontario at 18877 South Shore Road at Point Peninsula Village, Lyme (T), Jefferson Co.

Remove an existing dock and construct a 29' x 52' pipe-supported dock system with a 29' x 48' two slip boathouse; plus dredge approximately 140 cubic yards of rock and sediment from the slip areas all located in South Bay at Thousand Island Park on Wellesley Island.

The applicant proposes to reconstruct approximately 1600' of County Route 162, including an 800' substandard curve section passing through regulated freshwater wetland RU-25, a 48 acre, Class II mixed wooded,  wet meadow and emergent marsh wetland. Approximately .75 acres of wetland would be filled, with an equal amount reestablished through removal of the abandoned road section and replacement of previously stockpiled hydric soils.  The site is located approximately 1.60 miles South of Rutland Center and 2500' South of the intersection of CR 162 and CR 160.

Flat Rock Wind Power, LLC (FRWP) is proposing to develop a wind-powered generating facility

consisting of 187 wind turbines. Each turbine has a capacity of 1.5 megawatts (MW), and the

combined total capacity of the project is approximately 300 (MW). In addition to the wind

turbines, the project will involve construction of two meteorological towers, a system of gravel

access roads, a buried and aboveground electrical collection system, and a substation.  An

additional substation and a 10.3-mile long 230 kilovolt (kV) transmission line will also be

constructed to connect the project with the existing electric transmission system (grid). These

    The 21,000 acre project will be developed on leased private land in the Towns of

Martinsburg, Harrisburg, and Lowville in two phases as described below.  The required permits,

if issued, will authorize both phases.

    Phase I will consist of a total of 94 General Electric (GE) wind turbines or equivalent

machines dispersed over approximately 10,200 acres.  Each turbine consists of an 80-meter-(262

-foot)-tall tubular steel tower; a 77-meter-(253-foot)-diameter rotor consisting of three 126-foot

-long composite blades; and a nacelle which houses the generator, transformer, and power train.

With a rotor blade oriented straight up, each turbine has a maximum height of approximately 390

feet (120 meters). The towers have a base diameter of approximately 15 feet and a top diameter

of 8 feet.  All of the nacelles are located on top of the towers and will be equipped with two

aviation warning lights, currently anticipated to be flashing strobes (white during the day, red at

night). All components of the turbine are proposed to be painted white.  A 6-foot-tall by 4-foot

-wide transformer will be located adjacent to the base of each tower, raising the voltage of the

electricity produced by the turbine generator up to the 34.5 kV voltage level of the collection

system.  The Phase I project will also include approximately 22.4 miles of gravel access roads, 31

miles of buried 34.5 kV electric cable, 3.76 miles of overhead 34.5 kV line, and two 80-meter

(262 foot) – tall free-standing lattice meteorological towers. Phase I construction is expected to

    Phase II will consist of 93 GE turbines with the same components and dimensions as

those described for Phase I and will be dispersed over approximately 10,900 acres.  Phase II will

include approximately 22 miles of access roads, 38 miles of buried cable, and 4.91 miles of

aboveground 115 kV line.  The location of some of these components is subject to possible

adjustment.  A new substation south of Nefsey Road and north of NYS Route 177 built as part of

Phase II will consolidate all the electric output of the 93 wind turbine generators and transform it

into 115 kV power for more efficient transport to the 230 kV Rector Road substation being built

as part of Phase I.  The Nefsey Road substation will be approximately 0.60 acre in size, and

include transformers, breakers, switches, relays, meters, and associated equipment.  It will be

enclosed by a chain-link fence and connected to NYS Route 177 by a gravel access road. Phase

    Construction of the project will also require the development of three material

laydown/construction staging areas totaling 22 acres.  Phase I staging areas are proposed on open

fields off of Gardner Road and Keener Hill Road and will be approximately 13.5 and 3.7 acres,

respectively. The Phase II staging area will be located north of NYS Route 177 covering an area

of approximately 5 acres.

    Regulated freshwater wetlands and state-protected streams are located within the project

site, and permits are required for the construction of access roads, the construction of the

turbines, and the buried electric cable interconnection lines. However, the locations of project

components were selected to avoid or minimize wetland and stream disturbance. The project as

proposed will result in temporary impacts to 0.09 acres of state-regulated freshwater wetlands

and 0.04 acres of state-protected streams, and permanent impacts to approximately 0.05 acres

of state-regulated freshwater wetlands. The applicant has agreed to provide acceptable

compensatory mitigation for the permanent impacts to state-regulated freshwater wetlands. In

addition, the applicant is currently investigating mitigation options with the U.S. Army Corps of

Engineers to compensate for the impacts to federally-regulated wetlands.

    The proposed project is located on the eastern edge of the Tug Hill Plateau, west of the

Village of Lowville, in Lewis County, New York.

The applicant proposes the construction of a 35 ft. x 200 ft.gravel roadway partly within the adjacent area of DEC, Class II regulated wetland J-9. This will provide access to a proposed 70 ft. trailer, leachfield and well all beyond the regulated 100 ft. wetland adjacent area.

The applicant proposes to renew an expired mining permit to mine sand and gravel from a 19 acre life of mine on a 1,000 acre parcel owned by the applicant.  The site is located 500' East of NYS Route 56, 4.5 miles North of the intersection of NYS Route 56 and NYS Route 3. Onsite processing is proposed.  No expansion or modification of the original mining plan is proposed.

The applicant proposes to construct a residential Adirondack style 30' X 30' wooden storage shed at her property off Dubois Road, on Chippewa Bay, approximately 1000' Northeast of Sheephead Point, approximately 3 miles North of the hamlet of Chippewa Bay.  The site is located in the adjacent area of regulated freshwater wetland CB-6, a 39 acre Class II mixed emergent, shrub and wet meadow wetland.
