to modify an existing Part 360 Solid Waste permit to
allow for an increase in daily acceptance rate of waste from 550 tons per day to 820 tons
per day, while maintaining the currently authorized landfill annual tonnage limit.
Additionally, the Town has requested the authorization to accept up to 225 tons per day at
the Town Waste Transfer Station.

The applicant proposes to
modify an existing mining permit/reclamation plan to
expand/deepen the mining operation within the currently permitted Life of Mine area by
mining sand and gravel reserves below the water table. The new proposal includes
mining below the water table in 4 different areas of the site as follows:
Area (Pond) A (24.7 acres)
(northwestern portion of site) down to an elevation of 330
feet asl;
Area
(Pond) B (91.8 acres) (central portion of site) down to an elevation of 355 feet asl;
Area
(Pond) C (20.5 acres) (southwestern portion of site) down to an elevation of 370
feet asl;
Area
(Pond) D (18.6 acres) (southeastern portion of site) down to an elevation of 425
feet asl.
The proposed modification
also changes the existing reclamation planting plan, changing
it from completely above water table reclamation to below water table reclamation in the
excavation pond areas. The reclamation planting plan for areas outside the excavation
ponds will remain the same and consistent with the approved reclamation planting plan
for the site.
