The applicant proposes to develop a nine
unit Seasonal Residential Vacation Resort on
5 acres of Lake front Property on Titus Lake in the Town of Harpersfield in Delaware
County. The project includes the construction of 5 connected cabins and 4 RV/Camper
sites and an owners residence and storage facility. Regulated Activities include the
construction and operation of a engineered sewage treatment system of 1600 gallons
per day sub-surface discharge greater than 200 feet from Lake Titus, and the
construction of a 38 ‘ by 20' open support deck and 8' by 46' attached floating dock
within the boundary of Regulated Freshwater wetland (FWW)# CH-1.
The raised bed septic system is set back
200 feet from the lake shore and at least 100
feet from the nearest well. No impacts to ground or surface waters are anticipated.
Cabins and appurtenance structures are located more than 100 feet from the wetland
and shoreline. The wooded nature of the 100 ft buffer zone will be maintained. No pool
or bathing facilities are proposed. No boat launch facilities are proposed. Boat use will
be limited to motorless craft such as canoes and kayaks, which can be removed from
the water when not in use.

effluent limitations and monitoring and reporting requirements. This permit involves the
surface discharge of up to 9,000 gallon per day of treated sanitary waste to the Kaaterskill
Creek.
