The applicant proposes to develop a nine unit Seasonal Residential Vacation Resort on 5 acres of Lake front Property on Titus Lake in the Town of Harpersfield in Delaware County. The project includes the construction of 5  connected cabins and 4 RV/Camper sites and an owners residence and storage facility.    Regulated Activities include the construction and operation of a engineered sewage treatment system of 1600 gallons per day sub-surface discharge greater than 200 feet from Lake Titus, and the construction of a 38 ‘ by 20' open support deck and 8' by 46' attached floating dock within the boundary of Regulated  Freshwater wetland (FWW)# CH-1.

The raised bed septic system is set back 200 feet from the lake shore and at least 100 feet from the nearest well.  No impacts to ground or surface waters are anticipated. Cabins and appurtenance structures are located more than 100 feet from the wetland and shoreline. The wooded nature of the 100 ft buffer zone will be maintained. No pool or bathing facilities are proposed. No boat launch facilities are proposed.  Boat use will be limited to motorless craft such as canoes and kayaks, which can be removed from the water when not in use.

The applicant proposes to operate a 7.94 acre life-of-mine sand and gravel mine, of which the entire 7.94 acres will be authorized to be disturbed during the initial permit term. Mining will be conducted over 5 phases and will include on-site processing using a portable screener and crusher.  Reclamation of the site will occur sequentially throughout the active life of the mine and will return the site to it's original use as agricultural land. The project is located at 2825 East River Road, approximately 1/4 mile east of the intersection with Colchester Mountain Road.  

    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollution Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of up to 9,000 gallon per day of treated sanitary waste to the Kaaterskill Creek.

The applicant proposes to construct a road extension to serve a 3 lot subdivision.  The road will be constructed within a federal wetland to extend approximately 239 feet from Club Road in a westerly direction and will end in a 50 foot diameter cul-de-sec. Approximately 0.33 acres of wetland will be disturbed.  The remaining undisturbed wetland (2.07 acres) and upland buffer area of the Batavia Kill (1.21 acres)  will be protected and preserved by means of deed restrictions. The project is located on Club Road, off County Route 12 (South Street).  

As part of a UV Disinfection System installation and improvement project, the applicant is proposing to relocate and construct a new outfall headwall structure approximately 200 feet downstream of the Village of Cooperstown Wastewater Treatment Plant.  In conjunction with this project, heavy stone rip rap will be placed along approximately 145 feet of the existing exposed outfall pipe, immediately upstream of the new outfall location, to protect it from erosion.  The project is located off Linden Avenue, south of the Village of Cooperstown.

The applicant proposes to renew and modify an existing Mined Land Reclamation Permit. The modification includes a transfer of the permit from the Estate of Charles Dye to John Wheeler, and a modification of the life of mine from five acres to 22.57 acres.  The project is located at Camp Road and Route 80 in the town of Pittsfield, Otsego County.
