ENB Region 3 Completed Applications 02/11/2004

Applicant proposes to construct a drive way to access a new single family dwelling by filling approximately 120 feet by 20 feet in the adjacent area of Freshwater Wetland RC-17 Class III.  Approximately 120 cubic yards of R.O.B. gravel and item 4 will be used as fill material for the adjacent area portion of the driveway.  The driveway will be located 70 feet from the wetland boundary.

The site is located on the east side of Patton Road approximately 1,000 feet from the intersection with Route 308.   

The County has proposed to expand its existing wastewater treatment capacity for the Orange County Sewer District No. 1 from 4.5 to 6.0 million gallons per day.  Proposed enhancements to the existing treatment facility located in the Village of Harriman on River Road include construction of new treatment facilities on vacant County property immediately west of the existing treatment facility.  The treated wastewater will continue to be discharged to the Ramapo River through the two existing outfalls (001 and 002). Department staff have prepared a draft permit containing proposed effluent limits and monitoring requirements that staff believe are required in order to meet regulatory standards.  A "Fact Sheet" has also been prepared that identifies DEC's basis for the effluent limits and requirements proposed in the draft permit.  As a tentative determination, the Department seeks comments on this proposed increase and draft permit prior to any final decision on permit issuance.
