Description of the Action: Adoption of a conceptual plan to maintain an integrated snowmobile trail system on public and private land in the Adirondack Park that will provide snowmobilers with an experience that is consistent with Article XIV, Section 1 of the New York State Constitution while also striving to enhance the economic vitality of the Park’s citizens by providing trail linkages between local communities within the Park.

Comments regarding the Draft Plan/Draft GEIS will be accepted until March 31, 2004.
Essex County - The Town of Keene, as lead agency, has determined that the proposed replacement of the existing water supply, storage and distribution system will not have a significant adverse environmental impact. The action involves a new groundwater supply with 300 gpm capacity which will be developed along NYS Route 9N approximately 4,300 linear feet, north of the existing hamlet and service area, with a new 20' x 40' control building on land to be acquired by the Town, 5,850 linear feet of 8" transmission main/river crossing will connect to the existing distribution system and a new 38'6" diameter 400,000 gallon concrete storage tank will be built along NYS Route 73/9N, also on land to be acquired by the Town. The 180 linear feet of river crossing on the East Branch of the Ausable River will circumvent the potential adverse impacts of NYS Route 9N ROW construction in an area adjacent to the river with severe slope, shallow depth to bedrock and potential for major restoration expenses. Distribution system improvements include 1,900 linear feet of 8" DIP on 9N to Old Spring Road and Church Road, 3,600 linear feet of DIP on NYS Route 9N/73 and 3,430 linear feet of 6" DIP on NYS Route 73, E. Hill Road, Hulls Falls Road, Grist Mill Road and (Old) Spring Road. The project location is NYS Route 9N and NYS Route 73, Keene, Essex County
