The Department has
received an Air State Facility (ASF) permit application from Hannay Reels,
Inc. for a renewal of a variance from the Reasonably Available Control Technology (RACT)
requirements found in 6 NYCRR Part 228 (Surface Coating) and an updating of the Title V cap
at an existing facility located at 533 State Route 143, Westerlo, NY. The owner is Hannay Reels,
Inc. located at the same address. The facility manufacturers hose and cable reels
and surface
coating is part of the manufacturing process.
Regarding the variance,
the applicant has shown that due to economic and technical infeasibility,
the Part 228 limit is not attainable all of the time. This variance is limited to 8 tons per year of
volatile organic compounds (VOC). The variance requires the facility to continue to investigate
compliance strategies and to quarterly document the evaluation of either reformulation,
abatement technology or process modification. The permittee is required to maintain records and
to report this data, including the total usage of each coating and any makeup solvent usage to
verify compliance with permit conditions and limits.
Regarding the Title
V cap, the applicant has also proposed in this application restricting the
potential to emit (PTE) of its emission sources through enforceable permit conditions which will
limit or cap emissions at a level which is less than 50 tons per year for VOC; less than 10 tons
per year for each individual Hazardous Air Pollutant (HAP) and less than 25 tons per year for the
total of all HAPs–the applicability thresholds for Part 201-6, Title V. The facility was previously
capped at these levels in the old emission point permitting system, this permit will update these
caps by using the new facility permitting system. By accepting these state and federally
enforceable limits, the facility is not subject to this particular regulation. The permittee is
required to maintain records and to report this data, including the total usage of each coating and
solvent to verify compliance with permit conditions and limits.

Comments will be received for 30 days from the date of this notice. If comments are received
which raise significant issues or provide additional relevant information, the Department may
modify the Draft ASF Permit. Otherwise, the variance will become a revision to the State
Implementation Plan (SIP).
