The applicant proposes to
enlarge an existing frame building to accommodate a one
family house including driveway, porch, garage, shed and possible future swimming pool
within the adjacent area of NYSDEC regulated Class II Freshwater Wetland AR-8
(Jack's Pond). The proposed house will be approximately 40 feet from the wetland
boundary and the shed will be approximately 30 feet from the wetland boundary. A 10
foot wide deed restricted planted buffer is proposed between the wetland and the
developed area. The project site is located at 106 Hillside Terrace, Staten Island, Block
5147 Lot 12.

The applicant proposes to
construct a residential development consisting of 133 one or
two-family houses. The development includes the following activities that require
NYSDEC permits:
Construction of underground
utilities, private roads, sidewalks, residential buildings and
associated parking pads and yards, and implementation of stormwater management
measures, within tidal wetlands adjacent area associated with an unnamed tidal tributary
to Lemon Creek , and within the adjacent area of NYSDEC regulated Class I Freshwater
Wetland AR-17 (Wolfes Pond). Construction of residential buildings and associated
parking pads and yards, and implementation of stormwater management measures within
tidal wetlands adjacent area, and a portion of the Coastal Erosion Hazard Area, as
identified on the Coastal Erosion Hazard Area Map for Staten Island, Richmond County,
New York, Sheet 3 of 14, dated March 14, 1988), along Raritan Bay. Connection of
underground utilities within a general utility corridor that extends from the proposed
residential development, to the existing connections near the intersection of Purdy Place
and Holton Avenue, and construction of an access road and sidewalk to the proposed
residential development. The utility corridor and access road are within the 100-foot
freshwater wetlands adjacent area associated with the channel carrying the discharge from
Wolfe’s Pond located within the New York City-owned Wolfe’s Pond Park. An earlier
version of this project was the subject of a November 1989 Final Environmental Impact
Statement (FEIS) prepared with the City of New York acting as lead agency. The New
York City Department of Planning has reviewed the current project and has determined
that it would not have any additional significant adverse environmental impacts not
already addressed in the 1989 FEIS. The proposed project is located at Seguine
Point on
Raritan Bay in Staten island, between the New York City-owned Wolfe’s Pond and
Lemon Creek Parks, south of Purdy Place.
