The USDA, APHIS Wildlife Services (WS) Program in consultation and coordination with the New York State Department of Environmental Conservation has developed a Pre-Decisional Environmental Assessment (EA) titled, “Canada Goose Damage Management in the State of New York.” The proposed action is for WS to implement an integrated wildlife damage management program to reduce damage associated with Canada geese to property, agricultural and natural resources, and public health and safety on all lands in New York where a need exists, funding is available, and a request is received. The EA analyzes potential environmental effects of conducting alternative strategies for reducing Canada goose damage, and identifies and analyzes issues and alternative strategies. Comments should be submitted to USDA, APHIS, Wildlife Services at the address below and post marked and sent no later than February 20, 2004.

Draft Notice And Text Of Draft Addendum To Division Of Water Togs 1.1.1

The New York State Department of Environmental Conservation (NYSDEC) is making available for public comment a Draft Addendum to the Division of Water Technical and Operational Guidance Series (TOGS) No. 1.1.1 - Ambient Water Quality Standards and Guidance Values and Groundwater Effluent Limitations. The primary purpose of this TOGS is to provide a compilation of these values for use in Department programs, including the SPDES permit program. The purpose of the Addendum is to add guidance values and groundwater effluent limitations for three substances, including propylene glycol.

Guidance values are used by the Department in the absence of standards in regulation; they are authorized by regulation (6 NYCRR Part 702) and derived according to rigorous scientific procedures that are in regulation (6NYCRR Part 702). The guidance values being added are of the Health (Water Source) or H(WS) Type, derived to protect sources of potable water. The NYSDEC has worked closely with the New York State Department of Health (NYSDOH) in the derivation of these values.

For propylene glycol, the NYSDOH in April 2003 revised their drinking water standard (Maximum Contaminant Level or MCL) from 50 micrograms per liter (ug/L) to 1,000 ug/L. The proposed NYSDEC guidance value for propylene glycol is based on, and equal to, the revised NYSDOH MCL, except that a more stringent value of 300 ug/L will apply at the point of intake of water supplies that use ozonation in their treatment process. This more stringent value is to prevent the formation of aldehydes at levels that exceed the NYSDOH drinking water standard.
