Project Title: Schroon Lake Park District, Starbuckville Dam Reconstruction

Location: River Road, Towns of Chester and Horicon, Warren County

Project Description: The project involves the reconstruction of the Starbuckville Dam, an existing timber crib on the Schroon River. It includes a new 158 ft. long concrete gravity Ogee shaped spillway with two new 14 ft. wide slice gates at the south end of the spillway. The spillway will be constructed in a stepped pattern with the toe apron extended downstream below the tailwater level. The project also includes a 7 ft. wide fish ladder incorporated into the northern portion of the spillway that will facilitate both upstream and downstream fish passage. The new dam will be done in two phases using cofferdams to isolate the work areas. Phase 1 involves reconstruction of the northern portion of the dam including the fish ladder and Phase 2 involves reconstruction of the southern portion of the dam including the two new sluice gates. Downstream flows will be maintained through the existing sluice gate during Phase 1 and over the newly reconstructed spillway during Phase 2. Future operation of the dam will be done by using the spillway and one of the new sluice gates with an automated float control tied to water levels upstream of the dam. High and flood flows will be manually manipulated through use of the second sluice gate. The project site is located on both sides of the Schroon River at the Starbuckville Dam. The existing dam is located about 5 miles downstream of the outlet of Schroon Lake. It indirectly controls the water levels in the lake and directly controls the water levels in the river between the dam and the lake. There are wetlands within the Lake, along the River and in the immediate vicinity of the Dam.

Project Title: Water Supply Infrastructure

Location: New York State Route 9N, Route 73 and Church Street, Town of Keene, Essex County.

Project Description: The applicant is proposing improvements to the Town of Keene Water District 1, a Major Public Utility Use, which involves the installation of two new wells, a chlorination and pump building, a water storage tank and a section of new water supply line to connect the proposed well site and chlorination and pump building to the existing water supply system. The Town will also replace a substantial amount of the existing water supply lines within the district as part of the project. The Agency is also reviewing a variance application for the chlorination and pump building.

Project Description: The Town of Jay proposes to construct one new 330,000 gallon water tank, replace existing 267,000 gallon water tank with a new 412,000 gallon water tank and the replacement of 3.5 miles of water distribution mains. The project also includes a two lot subdivision and the construction of two water treatment buildings.
