|
The project involves installation
of 5,600 lineal feet of new 20" ductile iron wastewater
discharge pipe, beginning at the Village of Rouses Point Wastewater Treatment Plant and
outletting in the Richelieu River at the currently existing end-of-pipe location. The new
pipe, required by New York State Department of Environmental Conservation
(NYSDEC) Consent Order, will be installed along Route 2 on Village owned lands, New
York State Department of Transportation or Village owned rights-of-way, land
administered by the NYSDEC, and land administered by the New York State Office of
General Services. Most of the pipe will be buried, including a section along an adjacent
area of regulated wetland, and a section extending 55 lineal feet lake ward of the mean
high water elevation. The remaining 420 lineal feet of pipe will be installed on the river
bottom. The old pipe will be discontinued, but will remmain in place.

Proposed reconstruction
of the Starbuckville Dam on the Schroon River. The existing,
deteriorated timber dam will be removed and replaced with a 158 foot long concrete
overflow spillway (at the same crest elevation). Two 14 foot wide vertical lift gates will
be installed at the site of the existing gate. The new spillway design includes a stepped
pattern to reduce water turbulence below the dam, and a fish passage area. Cofferdams
will be used during construction to isolate the work area. The dam is located on Schroon
River Road in Starbuckville. A permit is also required from the Adirondack Park Agency
(#2001-232).
