Name of Volunteer: Northeast Development and Management Corporation located at 54 Grand Street, Newburgh, New York 12550

Project Location: The property is located at 141 - 153 West Street in the City of Newburgh, Orange County, New York, bearing Tax Map Section 14, Block 3, Lot 26. The site is bounded to the east by West Street and to the south by Keefe Street. Currently, the site is undeveloped and wooded except for a demolished house and several areas of dumped materials.

Project Description: The Remedial Action Work Plan for the West Street Medical/Technical Office Park includes the remediation of three areas of concern and the further investigation of on-site groundwater. The three areas of concern include a former dump area in the eastern portion of the site, a seasonally wet depression area in the southwestern portion of the site and an ash area in the southwest portion of the site. In the eastern area of the site, surficial soils impacted by metals will be excavated and disposed of off-site and/or placed under paved areas/impervious surfaces. Polycyclic aromatic hydrocarbons (PAHs) in the seasonally wet depression area will be excavated and disposed of off-site. A native soil cap will be placed over the ash area at the southwestern section of the site to prevent any future dermal contact. Additional groundwater investigation will be completed to confirm that groundwater at the site has not been impacted.

Comment Period: The Remedial Action Work Plan for the West Street Medical/Technical Office Park for the property described above is available for review at the locations set forth below. Written comments on this action must be received within 30 days following the date of this Notice. Written comments expressing objections or opposition to the Work Plan must explain the basis of the opposition and identify the specific grounds which could justify the Department’s imposing significant changes to a Work Plan. No formal response is made to comments, but as a result of comments, the Department may re-evaluate and revise the Work Plan.

Negative Declaration

Orange County - The Village Board of the Village of Goshen, as lead agency, has determined that the proposed Village of Goshen CRV Well Field Development will not have a significant adverse environmental impact. The action involves development of a new groundwater source of supply for the Village of Goshen Water System. The project site, known as Crystal Run Village, is located on Stony Ford Road in the Town of Wallkill. The project includes the acquisition of approximately 55 acres of land, testing, permitting and construction of water supply, treatment and transmission facilities.
