The Department has received an Air State
Facility application from Dolomite Products
Co Inc d/b/a Rochester Asphalt Materials, for existing operations at its Gates Asphalt
Plant, located at 1075 Buffalo Road in the Town of Gates, Monroe County.
As part of this application, Dolomite Products
has proposed to restrict the Rochester
Asphalt Materials - Gates Asphalt Plant potentials to emit carbon monoxide (CO), oxides
of nitrogen (NOX), sulfur dioxide (SO2), and volatile organic compounds (VOC)
to below
the 6 NYCRR Part 2016 (Title V) and Part 212 Reasonably Available Control
Technology (RACT) applicability thresholds for a Major Stationary Source. In response,
the Department has drafted a Special Permit Condition to limit asphalt production in any
12 month period sufficiently to restrict CO emissions to less than 100 tons. This asphalt
production limit will also reduce facility potentials to emit NOX, SO2, and VOC
to less
than the CO emissions, below the Part 201-6 and Part 212 thresholds of 100 tons per
year each for CO, NOX, and SO2, and 50 tons per year for VOC.
To verify that the facility is in compliance
with these permit conditions, Dolomite
Products will be required to maintain a log of monthly asphalt production at the facility,
12 month rolling totals of asphalt production, and calculate annual totals of emissions.
These records are to be maintained for a minimum of five years, and must be made
available with all supporting data to Department inspectors upon request.
Also as part of this application, Dolomite
Products has proposed to use waste oil,
classified as “Waste Fuel A” in 6 NYCRR Part 225, as a fuel, in addition to natural gas
and #2 fuel oil. Waste Fuel A does not contain chemical waste and is subject to
contaminant limitations specified in Part 225-2.4(b). For all 3 fuels, the contaminant
emitted at the greatest rate remains CO.

The applicant proposes to establish and
operate a new surface, unconsolidated sand and gravel mine on his property in the
town of Campbell, Steuben county. The mine site is east of the Cohocton River between County Rt.
125 and the Southern
Tier Expressway, approximately 1.5 miles north of the Village of Campbell. The mine will operate
as a traditional drag-line,
subsurface operation below the local water table. Processing of the dewatered material will be
done on-site using a crusher
and screen. A closed loop wash plant will be used to finish processing material into cleaned and
sized salable sand and
gravel aggregate products. Excavations will be done in four phases over the estimated 25 year
operational life of the mine.
The life of mine area is 36.5ac. within the 132 ac. parcel controlled by the applicant. Final
reclamation will be to open water
ponds and stabilized, revegetated open land.
