ENB Region 7 Completed Applications 12/24/2003

The Department has made a tentative decision to approve an application to surrender the permit and to approve emission reduction credits (ERCs) for the past reductions which were the result of shutdown of Amerada Hess Syracuse Terminal. With this permit modification the applicant will be establishing emission reduction credits for 20.56 tons per year of Volatile Organic Compounds (VOC) in accordance with 6 NYCRR  Part 231, "New Source Review in Nonattainment Areas."   The ERC applications received from Amerada Hess Corp. had requested 21.56 tons of VOC ERCs; however, one ton of these was from the shutdown of units that were not subject to 6 NYCRR Part 201.  For these particular units the applicant may apply for ERCs in accordance with 6 NYCRR 2312.6(a)(7)(iv).   The application and supporting documentation are available for review at the NYSDEC Region 7 office.

The Department has made a tentative decision to approve an emission reduction credit (ERC) for the past reductions which were the result of shutdown and decommissioning of the medical waste incinerator and surrender of the St. Joseph’s Hospital Title V permit. With this permit surrender the applicant will be establishing emission reduction credits for 1.0 ton per year of Volatile Organic Compounds (VOC) in accordance with 6 NYCRR Part 231, "New Source Review in Nonattainment Areas."    The application and supporting documentation for the proposed ERC are available for review at the NYSDEC Region 7 office.

The Department has made a tentative decision to approve an application to surrender the permit and to approve emission reduction credits (ERCs) for the past reductions which were the result of shutdown of Sunoco, Inc.’s (R&M) - Syracuse Terminal. With this permit modification the applicant will be establishing emission reduction credits for 31.08 tons per year of Volatile Organic Compounds (VOC) in accordance with 6 NYCRR Part 231, "New Source Review in Nonattainment Areas."  The application and supporting documentation are available for review at the NYSDEC Region 7 office.
