ENB Region 6 Completed Applications 12/24/2003

The applicant proposes to renew an expired mining permit for the Big Stony Pit, an 8 acre limestone quarry located 1 mile south of the intersection of NYS Route 178 and NYS Route 3, 1 mile south of the hamlet of Henderson.  The site is located on a 19.73 acre parcel owned by the applicant.  No mine expansion is proposed at this time.

The applicant proposes to renew an expired mining permit at the Clark Clay Pit, 2 miles southeast of Pamelia Four Corners, 3000' west of Gould Corners, and 1400' south of Waddingham Road.  The 15 acre clay mine is located on a 137.5 acre parcel owned by William Clark, R.D. 1, Evans Mills, NY  13637.  No expansion of the mine is currently proposed.

The applicant proposes to renew and modify an expired mining permit at the Bradley Farr Pit, 700' east of Arnoldville Road, 2,600' north of Lewisburg Road, and approximately 3,000' north of the hamlet of Natural Bridge.  It is proposed to add 6.5 acres to the previously approved 4 acre sand and gravel mine.  The site is located on a 43.5 acre site owned by Bradley Farr, P. O. Box 301, Natural Bridge, NY  13665.

The Town of Florence is proposing to expand their sand and gravel mining operation, increasing the life of mine boundary and permit term affected area from 5.0 acres to 6.9 acres.  There will be no on-site processing of materials and no mining will be completed at or below the groundwater elevation.  The mine is located off Rehm Road in the Town of Florence on a 170 parcel owned by Richard and Sharon Loomis.  

The applicant proposes to renew and expired mining permit for the Madrid Sand Mine located 700' southwest of CR 44, approximately 1 mile east of CR 14, 1 mile east of Chamberlain Corners.  The 13.3 acre mine is located on a 70.3 acre parcel owned by the applicant.  No mine expansion is currently proposed.

The Department has made a tentative determination to approve an application for a modification of an existing SPDES permit (NY0121142) to discharge to the Oswegatchie River via a newly constructed outfall at the applicant's dairy and whey plants on Union Street (State Route 184) in the Village of Heuvelton in St. Lawrence County.  An existing outfall (002) under this permit discharges non-contact cooling water from the whey plant. A second existing outfall (001) discharging non-contact cooling water from the dairy will be added to this permit.  The SPDES permit (NY0257605) for the dairy's non-contact cooling water will be deleted.  The newly constructed outfall (003) is proposed to discharge approximately 0.188 MGD of treated process wastewater from an anaerobic/aerobic treatment plant which is to be built at the site.  The applicant operates a dairy which produces ricotta, mozzarella and provolone cheeses and a whey processing plant at the site.  

The Department has also made a tentative determination to issue an Article 15 excavation and fill in navigable waters for the installation of the outfall pipe into the Oswegatchie River.  The draft SPDES permit and Article 15 application are available for review in the Region 6 NYSDEC office in Watertown, New York.
