Article 15 Title 5 Excavation & Fill in Navigable Waters
Project is Located: Staten Island, Richmond County
Project Description:
The applicant is requesting a ten-year maintenance dredging permit for the Fort Wadsworth station with the intent of creating/maintaining navigable and safe access to the pier. Fort Wadsworth is located on the east shore of Staten Island in the Roseland section.

The initial proposed dredging event would be to a depth of 9 feet below Mean Low Water covering an area of approximately 6,098 square feet. Sediment test data indicated the presence of a petroleum sheen and odor in a small section of the proposed dredge area. The source of the contamination has yet to be determined. The Applicant is working closely with the NYS Department of Environmental Conservation to identify the source.

Special conditions will be placed on the dredging operation, including but not necessarily limited to:
    • the use of an environmental bucket,
    • the deployment of a hard boom around the perimeter of the dredge site,
    • the hard boom is to be lined with a soft boom,
    • a silt curtain is to be placed inside of the booms,
    • absorbent rolls and sweeps will be on hand for clean-up of any slicks or sheens.
  • The proposed dredging will result in the permanent loss of approximately 0.078 acres of tidal wetlands. The Applicant, in close coordination with the NYS Department of Environmental Conservation, is developing a suitable mitigation plan.
