Spring Road. Two outfalls are to Knight Creek and one outfall is to an unnamed tributary

comment at the regional office during normal business hours.

This Department has made
an initial determination to approve the requested Air State
Facility permit modification for the use of waste oil as an alternate fuel at the 7-ton batch
asphalt plant (Tower 4). By accepting enforceable permit conditions limiting production
from the batch mix asphalt plant and the "Gencor" drum mix plant to 360,000 tons for
each plant during any consecutive 12-month period, Lafarge will be able to limit facility-wide potential
emissions to less than the major source applicability thresholds for
nitrogen oxides (NOx), carbon monoxide (CO), volatile organic compounds (VOC), and
sulfur dioxide (SO2). By accepting this federally enforceable limit, the facility will
not be
subject to the major source requirements of 6NYCRR, Part 212.10 - Reasonably
Available Control Technology Requirements for Major Sources of VOC and NOx ;
6NYCRR, Part 231-2 - Non-Attainment Area New Source Review, and the Title V
permitting requirements of 6NYCRR, Part 201-6.
