ENB Region 8 Completed Applications 12/17/2003

The applicant proposes to remove approximately 3600 cubic yards of deposited gravel to restore the channel capacity of Dry Run (Class C).  This project will take place along 800 lineal feet of Dry Run to the confluence with Seely Creek (Class C(t)). The purpose of this project is to improve channel capacity for flood damage reduction and will be executed under the plans and guidance of the Chemung County Soil and Water Conservation District.

The applicants propose to establish and operate a surface, unconsolidated sand and gravel mine on their property in the Town of Manchester.  The mine site is on the south side of Garnsey Road,approximately 200 west of the Palmyra Street intersection.  The life-of mine area is 4.9 acres within a 132 ac. parcel owned by Robert Schram of Palmyra.  The mine will operate as a traditional surface excavation of Palmyra series gravely loam which is the predominate soil type at the site.  Mining will be done with standard mechanical/hydraulic equipment, standard for surface mining.  there will be no mining below the local water table.  No processing of excavated material is proposed.  Maximum mining rate will not exceed 100 tons-per-hour and approximately 45,000 c.y. of material is available to be mined.  The operational life of the mine is estimated to be 5+/- years. Final reclamation will restore the site to graded, stabilized and revegetated open space.

The applicant proposes a modification to the current mining operation at the Elam Sand & Gravel West Bloomfield mine.  The modification will add +/-21.8 acres of sand and gravel reserves located along the western property line of the existing 5 & 20 pit.  The mineral rights on the adjoining property, previously mined as the "Baughman Mine", have been aquired by Elam. The mining and reclamation plans are being revised to allow for the mining of this area to a re-established, final mine floor elevation at 960 AMSL.  The modification will add approximately 1.2 million c.y. of material available for excavation, and will add approximately 7 years to the operational life of the mine.  There are no changes proposed in the rate of mining, truck traffic, processing or any other aspect of the current mine operation.    

The applicant proposes to install 175 lineal feet of laid stone wall along the shoreline of Cayuga Lake on their property located at 3489 Rt. 89 in the Town of Fayette, Seneca County.
