Availability of Phosphorus TMDL Revisions as Proposed for the Ashokan Reservoir (West Basin) and the Pepacton Reservoir Relative to the Crossroads Ventures/Belleayre Resort at Catskill Park Project

Phase II Phosphorus Total Maximum Daily Loads (TMDLs) for the nineteen reservoirs in the New York City Watershed were submitted by the New York State Department of Environmental Conservation (NYSDEC) to the United States Environmental Protection Agency (USEPA) in June of 2000. These TMDLs were ultimately approved by USEPA on October 17, 2000.

The New York City Watershed Memorandum of Agreement (January, 1997) described the process for developing phosphorus TMDLs in the watershed. Phase II Phosphorus TMDLs have been an important part in the overall effort to protect the New York City reservoirs from the adverse effects of excessive nutrient loadings. NYSDEC is proposing revisions to the following TMDLs relative to the following projects:

Ashokan Reservoir
(West Basin)
- Belleayre Resort at Catskill Park
   (proposed Big Indian Plateau Resort)
Pepacton Reservoir
- Andes (V) New Infrastructure Project
- Fleischmanns (V) New Infrastructure Project
- Belleayre Resort at Catskill Park (proposed Wildacres Resort)

Comments on the proposed TMDL revisions will be considered by the Department prior to the submission to USEPA for approval. Comments must be received in writing at the above address by February 24, 2004.

Notice Of Acceptance Of Draft EIS

Ulster and Delaware Counties - The New York State Department of Environmental Conservation, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Belleayre Resort at Catskill Park. Comment period ends February 24, 2004. The action involves a proposed resort development by Crossroads Ventures, LLC. The project includes a total of 400 hotel rooms, 351 additional hotel and housing units, a 21-lot single-family residential subdivision and two 18-hole golf courses. The project would be developed within 1,960 acres in the Catskill Mountains of Ulster and Delaware Counties, with a total of 573 acres disturbed and the remainder left undisturbed.

Project Location: The project site is located in the Towns of Shandaken (Ulster Co.) and Middletown (Delaware Co.), within the New York City Catskill and Delaware Watershed (the Pepacton and Ashokan Reservoirs), and within the boundaries of the New York State Catskill Park. The project is adjacent to the state-owned Belleayre Mountain Ski Center.

Negative Declaration

Albany County - The Town of Colonie Significant Environmental Areas Management Appeals Board, as lead agency, has determined that the proposed Homewood Suites will not have a significant adverse environmental impact. The action involves construction of a five-story 133 room hotel. The project is located at 216 Wolf Road, in the Town of Colonie.

Positive Declaration

Albany County - The Albany City School District Board of Education, as lead agency, has determined that the proposed Facility Improvement Projects may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a series of projects that address district wide facility and program needs. These include the Outdoor Athletic Facilities Master Plan, High School Master Plan, Academy Park Master Plan, and Operations Master Plan.
