The applicant proposes grading and construction
of new aggregate stone bins,
storage area and a material handling ramp
in the adjacent area of NYS FWW HH-5
at the Hanson Aggregates NY, Inc. Ready-Mix
Concrete facility in Horseheads.
The project site is the Hanson RMC
plant north of Franklin St., between
North Main St. and Ridge Road at 101 Sixth
St., Horseheads, NY. Grading and
other regulated activities will disturb
approximately 25,000 sq. ft. of the adjacent area.
Erosion and sediment controls will be maintained
during construction to prevent runoff
to the wetland. A +/- .5 ac. wetland
open water pond will be constructed on adjoining
lands of the Chemung Co. Federation of Sportsmen
as mitigation for the conversion
and commercial use of the adjacent area.

The applicant proposes to add 38 acres of
sand and gravel reserves to an existing 22 acre surface, unconsolidated sand and
gravel mine. The mine is located on the Raymond Stein property, north of Oatka Trail Rd., east
of Hebbard Road. The mine
will continue to operate as a traditional surface extraction of local Palmyra gravel which is the predominate
soil type within the
life-of-mine area. Mining will be done by mechanical / hydraulic equipment standard for surface
mining operations.
Processing will be on-site using a dry screen and portable crusher. There will be no wash plant
operation or mining below
the local water table. There are no other changes proposed to any aspect of mining operations
at this site. Reclamation will
be to stabilized re-vegetated open land suitable for agricultural use.

The applicants propose a
continuation of freshwater wetland enhancements at the Savannah Dhu outdoor recreation club, on
their lands in the towns of Galen and Savannah in Wayne Co. NY. Activities proposed include the
construction of two water
control weirs on the North Blackcreek Marsh and the South Blackcreek Marsh outlets to provide stabilization
of water levels in
these emergent marsh areas, continued level ditching and pothole development in the two marshes, and
construction of a deep,
spring fed, cold water pond which would be stocked with Brook Trout. The project site is on the
Black Creek corridor in NYS
regulated wetland SA-13, north of State Rt. 31 between Merrigan Road and C.R. 270.
