The New York State Department of Environmental Conservation (Department) administers the Brownfield Cleanup Program pursuant to ECL 27-1400 et seq. The Brownfield Cleanup Program is designed to encourage the remediation of contaminated properties known as brownfields for reuse and redevelopment. Martin Mittelmark has submitted an application, dated November 19, 2003, to participate in the Brownfield Cleanup Program. The application was determined to be complete by the Department on November 21, 2003. The property described in the application is located at 42 Gates Avenue, Saratoga, New York. The application proposes that the applicant will conduct investigation and/or remedial activities at the site. The application proposes that the site will be used for commercial purposes.
The Department will receive public comments concerning the application for thirty days, from December 3, 2003 through January 2, 2004. A copy of the application is available by contacting the Department’s representative at the address listed below.

Project Description: The project involves the subdivision of 234± acres into thirteen lots or parcels, thereby creating eleven new building lots (i.e. Lots 17 – 27) ranging in size from 0.813± acres to 1.437± acres, a shoreline access lot and a 223± acre parcel with an existing ski center and rental cabins on it. Lots 1 – 16 were approved by previous Agency permits. Each of the new building lots is proposed for the construction of a single family dwelling with on-site water supply and wastewater treatment systems. The project involves two “Association Lots” both with shoreline on Woods Lake. Association Lot 1 will be retained by Lapland Lake, Inc. as part of the 223 acre parcel. Association Lot 2 will be conveyed to the Homeowners Association.

Project Description: The project involves three wetland crossings for the creation of a connector snowmobile trail involving wetlands to connect the Town of Ellenburg’s trail system to the Lyon Mountain trail system.

The action involves the conveyance of the Ticonderoga Armory, pursuant to Article 3 Section 34 of the Public Lands Law, to the City of Ticonderoga.
