Negative Declaration

Greene County - The New York State Department of Environmental Conservation as lead agency, has determined that the proposed construction of Three Disabled Accessible Equestrian Mounting Platforms and a Disabled Accessible Campsite and Privy will not have a significant adverse environmental impact. The action involves the construction of three disabled accessible equestrian mounting platforms and an accessible campsite with accessible privy, pursuant to the Consent Decree No. 98-CV-1117 (LEK-RWS), Theodore Galusha, et al, Plaintiffs against New York State Department of Environmental Conservation, John P. Cahill, et al, Defendants, and Adirondack Council, et al, Intervenors, in the Kaaterskill Wild Forest.

Two of the accessible equestrian mounting platforms will be constructed in existing parking areas, one at Schutt road and one at Bogart road. The third, on the Sleepy Hollow Horse Trail, will be located near the accessible campsite. Construction activities may require pruning of branches and the removal of some trees. The accessible campsite and the third accessible equestrian mounting platform will be located at Little Pine Orchard. This location is a small clearing and vista point on the Sleepy Hollow Horse Trail that overlooks the Hudson Valley. The tent pad will be located on the north edge of the clearing where the ground surface is relatively flat and tree cutting may be kept to a minimum. The campsite will blend in with its surroundings. Otsego County - The NYS Office of General Services, as lead agency, has determined that the proposed Disposition of Oneonta Armory will not have a significant adverse environmental impact. The action involves the Conveyance of the Oneonta Armory to the City of Oneonta, pursuant to Article 3 Section 34 of the Public Lands Law. The project is located at 4 Academy St, Oneonta.
