Fortistar LLC (the Applicant)
proposes to construct and operate the Bloomfield Generating Facility - South Avenue, and the
Bloomfield Generating Facility - Chelsea Road (see notice for DEC # 2-6403-00197/00001), and install
electric transmission
lines and a gas pipeline to both facilities. Regulated tidal wetlands and freshwater wetlands are located
at several locations
along both the gas line and electric transmission line routes.These plants are two separate 79.9 MW
(NET) electric generating
facilities located approximately 0.5 miles from each other.
Each generating facility
will be constructed in a similar fashion and each facility will consist of two General Electric (GE)
LM
6000 Gas Turbine Packages operating in simple cycle mode, and associated balance-of-plant systems and
facilities. For each
facility, other onsite equipment will include gas and air compressors, an ammonia storage tank
located within an enclosure, a
lube oil cooling system, water treatment and storage system, raw water storage, and auxiliary electrical
systems.
The Department has made
a tentative decision to approve the permit applications, and draft permits are available for review.
