ENB Region 6 Completed Applications 11/26/2003

The Department has initiated this renewal modification of the existing permit #NY0002984.  The modification includes the addition of lead limitations and revision of zinc limitations at all surface water outfalls, as well as the addition of Best Management Practices and Discharge Notification Act requirements, at the Gouverneur Talc Co., Inc. located in the Town of Fowler,

St. Lawrence County where the applicant mines and mills talc ore.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Alcoa Massena Operations, West Plan, Massena, St. Lawrence County, New York 13662.  

This project involves replacing the old afterburner on chip dryer number 1 with a new after-

burner.  The new afterburner will be slightly larger, but will perform slightly more efficiently.  There will be a small increase in emissions of NOx, SO2, PM-10, and particulate.  There will, however, be a marked decrease in Carbon Monoxide and THC (and VOC) emissions.  This ASF permit has labeled the emission unit as CHPDRY.  The Title V modification will then return the label to C-00001 for uniformity within the permit.  The project is not considered major under Title V requirements.
