Project Description:
The Department has made a tentative determination to approve this application for a modification of the existing SPDES permit for the Astoria Generating Station. Astoria Generating Company is proposing to replace a partially collapsed timber wharf with a modern dock facility that will primarily be used for off loading fuel oil from barges and tankers. The dock will be equipped with secondary containment to prevent possible oil contamination of the East River. Water collected within the containment area will be treated by an oil/water separator and discharged to the East River via a new outfall (Outfall Number A10). A second new outfall (Outfall Number TR1) is also being added to the permit to allow for the discharge of stormwater collected within a transformer containment area near the new dock. The stormwater from this containment area will be discharged to groundwater. A draft SPDES permit is available for review.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Dec 19 2003.
