Project Description: The project is the after-the-fact subdivision of 230 acres into four lots. Lot 1 will be 85 acres in size. Lot 2 will be 52 acres in size. Lot 3 will be 64 acres in size and Lot 4 will be 30 acres in size. There is no new land use and development purposed for Lots 1 and 3. Lot 2 will have a single family dwelling constructed on it and Lot 3 has an existing camp located on it.

Project Title: The Lodges at Park Mountain

Location: Beaver Pond Road, Town of Horicon, Warren County

Project Description: The project involves the subdivision of the project site into 11 lots or parcels thereby creating eight building lots ranging in size from 3.78± acres to 5.42± acres, a 4.8± acre shoreline access parcel and two “Green Areas” (i.e. 27± acres and 279.2± acres). The shoreline access parcel and the two green areas will be owned and managed by a homeowners association. There is an existing single family dwelling on Lot 1. One new single family dwelling with on-site water supply and wastewater treatment systems is proposed for each of the other seven building lots. The shoreline access parcel will provide access to Beaver Pond for the eight building lots. Most of the project site and 7 of the 8 new building lots are located north of the Beaver Pond Road. One building lot (i.e. Lot 8) and the 27± acre green area are located south of the Beaver Pond Road. Three of the building lots will be accessed from North Beaver Pond Road, a private dirt road. The other five lots will be accessed from Beaver Pond Road, a town road. Lots 2 & 3 will share a driveway. Lots 4 & 5 will share another driveway, and Lots 6 & 7 will share a third driveway. There are freshwater wetlands on the project site. The northern portion of the site borders the Pharaoh Lake Wilderness Area. That portion of the site within one eighth mile of the Wilderness Area is designated a “critical environmental area” by the Adirondack Park Agency Act.


Negative Declaration

Essex County - The Planning Board of the Town of Essex, as lead agency, has determined that the proposed Site Plan Review for renovations and alterations to a single family home located in the Historic District and Shoreline Overlay District will not have a significant adverse environmental impact. The action involves the applicant proposing to restore a pre-existing porch on the front of the home and add a family room expansion on the rear of the home. The project is located on Lakeshore Road, Essex, NY.

Essex County - The Town of Essex, as lead agency, has determined that the proposed Site Plan Review - Sally P. Johnson renovations to barn structure in Essex Historic District and Shoreline Overlay District will not have a significant adverse environmental impact. The action involves the applicant proposing to install a new roof, add one dormer and replace the existing windows. The project is located on Main Street, Essex, NY.

Essex County - The Planning Board of the Town of Essex, as lead agency, has determined that the proposed Leaveners Community Fund, Inc. - Respite Center/Bed and Breakfast to be established at Old County Home property in Essex will not have a significant adverse environmental impact. The action involves the applicant proposing to operate a year round bed and breakfast/retreat center for caregivers and humanitarians. The permit is limited to upgrades to the main building only and are mostly interior in nature and subject to local building codes. The property is listed on the National Register of Historic Places on Route 22, Whallonsburgh/Essex, NY.
