NYS Correctional Services,
Greene Correctional Facility has applied to the department
for a modification to their existing Air State Facility Permit. The permit modification
application includes proposed conditions for three existing boilers and two diesel
powered electric generators. The boilers are subject to US Code of Federal Regulations,
New Source Performance Standards. The Department has prepared a Draft Permit and has
made a tentative determination to approve this application to permit emergency power
generation units located at this facility so the permittee can participate in the Coordinated
Demand Reduction Program (CDRP) and provide power to the electrical grid system to
meet power shortages during periods of peak demand.
The Greene Correctional
Facility fires either natural gas or distillate oil in it’s boilers and
distillate fuel oil in it’s generators. The facility will be capping NOx, CO and SO2
emissions with a 78 ton per year limit for each of these contaminates thereby avoiding the
thresholds for both the Title V and New Source Review Programs.
Project Location: The existing facility is located in the Town of Coxsackie, Green
County New York 12051.
Public Notice: The
New York State Department of Environmental Conservation
(NYSDEC) hereby notices a complete application and proposed Air State Facility permit
conditions for the Greene Correctional Facility.

Comments: A copy of the final draft permit can be
obtained from the NYS Department of Environmental Conservation offices, Region 4
Headquarters at 1150 North Westcott Road, Schenectady, NY 12306, between 9:00 AM
and 4:00 PM, Monday through Friday or by calling Wendy DuBois, Project Manager at
(518) 357-2459.
Comments will be received
for 30 days from the date of this notice. If comments are
received which raise significant issues or provide additional relevant information, the
Department may modify the draft Air State Facility Permit.

The applicant proposes a 13.0 acre surface
sand and gravel mine within a 38.9 acre
parcel east of West Edmeston. The project site is located on the west side fo County
Route 18, 800 feet north of the intersection of Coontown Road. The mine is intended to
operate as traditional surface extraction of the Howard series of gravelly silt loam which
predominate on the site. Mining will not occur below the water table. Excavation will be
done by mechanical equipment, standard for sand and gravel mining operations. Mining
is proposed to remove approximately 240 truck loads of materials per year during the
upcoming five year permit term. Material will be stockpiled as unprocessed “run of bank”
or processed with portable screens. Maximum processing rate will not exceed 150 tons
per hour. Final reclamation will restore the land to agricultural production. Approximately
6.5 acres is proposed to be affected during the first 5 year permit term.
