The Department has made
a tentative determination to approve this application for the
proposed discharge of 0.197 million gallons per day of treated sanitary wastewater from
the activated sludge treatment facility to be constructed to serve the Town of
Orleans/Town of Alexandria Joint Sewer Districts. Also included in the project are an
Article 15 Protection of Waters permit application for several stream crossings of sewer
pipes and the outfall from the wastewater treatment facility to the St. Lawrence River, and
an Article 24 Freshwater Wetlands permit application for wetland crossings of sewer
pipes and wetland buffer zone disturbance with the wastewater treatment plant site. The
draft SPDES permit and project plans are available for review in the Region 6 NYSDEC
office in Watertown, New York.

construct a water level control dike 85' in length, 4' in height, 8'
wide at the top and 30' wide at the base. The project is to create shallow marsh habitat
and warm water fish pond. The site is located in regulated freshwater wetland SC-15, a
14 acre Class II wetland. The site is located approximately 2 miles north of the Village of
Sandy Creek, 1000' south of Hagen Road, 0.5 miles east of the Hagen Road, CR 122
intersection.
