ENB Region 5 Completed Applications 10/22/2003

The applicant proposes construction of a farm road, using 1' of gravel aggregate, through a New York State regulated wetland.  The purpose of the road is to access existing farm land.  The proposed road is to begin at the north end of Nelson Road, east of I-87, and continue 450 feet to the north, on property owned by Helinger Rentals, Inc.

The applicant proposes reconstruction of the existing boat launch facility on Lake Champlain, located on Route 74, adjacent to the New York/Vermont ferry and Fort Ticonderoga, on property owned by the Fort Ticonderoga Association.  The project invovles expansion and modernization of the facility, including replacement of the existing timber bulkhead with steel sheet piling, replacement of the boat ramp with a new cast-in-place concrete ramp, replacement of existing wooden docks with seasonal floating docks, and dredging/removal of 256 cubic yards of accumulated sediment.  A permit is also required from the Adirondack Park Agency, APA project No. 2003-3.

The applicant proposes to construct a stormwater detention pond in the adjacent area of Freshwater Wetland # N-8 (class I), associated with a 17 lot subdivision known as Sunset Woods.  A stormwater outlet pipe would cross 25 linear feet of wetland and 100 feet of wetland adjacent area, to a rock rip-rap outfall in the bank of a tributary of Stony Creek (class A).  The project is located on the south side of Grooms Road, ½ mile east of Moe Road, Town of Clifton Park.
