ENB Region 4 Completed Applications 10/22/2003

The applicant requests a permit for an existing water supply system, utilizing 4,000 gpd from approved wells; and also proposes to construct a sewage treatment system, discharging 4,000 gpd of treated sanitary wastewater from one outfall to Copake Lake. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law, as well as a Water Supply Permit. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.  A draft permit is available for inspection and comment at the Region 4 Office noted below.   SPDES #0261092.  Water Supply #10036.

NYS Correctional Services, Coxsackie Correctional Facility has applied to the department for a Air State Facility Permit. The permit application includes proposed conditions for three existing boilers and six diesel powered electric generators. The Department has prepared a Draft Permit and has made a tentative determination to approve this application to allow emergency power generation units located at this facility to provide power to the electrical grid system to meet power shortages during periods of peak demand through participation in the Coordinated Demand Reduction Program (CDRP).

The Coxsackie Correctional Facility fires natural gas and residual oil in it’s boilers and diesel fuel oil in it’s generators.  The facility will be capping  NOx, CO and SO2 emissions with a 90 ton per year limit for each of these contaminates thereby avoiding the thresholds for both the Title V and New Source Review Programs.

Project Location:  The existing facility is located in the Town of West Coxsackie, Green County New York 12051.

Public Notice: The New York State Department of Environmental Conservation (NYSDEC) hereby notices a complete application and proposed Air State Facility permit conditions for the Coxsackie Correctional Facility.

Comments will be received for 30 days from the date of this notice.  If comments are received which raise significant issues or provide additional relevant information, the Department may modify the draft Air State Facility Permit.

The Department has made a tentative determination to approve this application for a modification to an exsiting permit.  The modification is to increase the discharge of 13,290 gallons per day of domestic waste to 15,690 gallons per day to receiving waters known as Wharton Creek.  The increase is needed to service the New York Central Mutual Fire Insurance Company's  proposed addition to an existing building.  The facility is located on State Route 80 just east of the hamlet of Edmeston.  A draft permit is available for inspection and comment at the Stamford Sub-Office, SPDES #NY-0124389.
