The Department has made
a tentative determination to approve an application to modify
the existing SPDES permit #NY0257907 as follows:
Increasing allowable daily
maximum flow of the pond discharge from 0.024 mgd to 0.048
mgd.
Monitoring of new permitting
outfalls 002 (existing pond underdrain system), and 02A
(groundwater collected from under the storage pad and around the pad perimeter), with a
combined maximum daily flow of 0.065 mgd.
Limiting total maximum daily
flows from outfall 003 (all outfalls combined) to 0.086
mgd.
In conjunction with the
SPDES permit modification is an Article 15 Excavation and Fill
in Navigable waters permit application which the Department has made a tentative
determination to approve. The permit application is for installation of a concrete
headwall encasing a 24" diameter HDPE pipe for the described above SPDES permitted
stormwater discharge into the Black River.

Region 6 NYS DEC office in Watertown, New York.

Permit, at the facility Omniafiltra, LLC located at 9567 Main Street, Beaver Falls, NY.
The permit is for the operation of a paper manufacturing facility consisting of 2 oil fired
boilers, 3 paper machines and their associated pulp preparation and paper finishing
operations. The permit contains limitations on the amount of fuel oil burned and the
amount of VOC and HAP emitted. These limitations will make the source a synthetic
minor for the purposes of state and federal air permitting. The draft permit with

This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at the Stockholm Limestone Quarry, Catamount Ridge,
Town of Stockholm, St. Lawrence County, New York. This existing facility is engaged
in mining and processing of nonmetallic minerals. The Standard Industrial Classification
representative of this facility is 1422, Crushed and Broken Limestone.
The facility consists of
seven crushers, three screens, several conveyors, and two diesel
powered generators (over 400 horsepower).
Facility Particulate Matter
(PM-10) and Oxides of Nitrogen (NOx) emissions are capped
below Title V and Major Source thresholds.
The facility is subject
to New Source Performance Standard 40 CFR 60 Subpart OOO,
Standards of Performance of Nonmetallic Mineral Processing Plants; 6 NYCRR Part 225,
Fuel Composition and Use - Sulfur Limitations; and 6 NYCRR Part 227, Stationary
Combustion Installations. The draft permit with conditions is available for review in the
Region 6 NYS DEC office in Watertown, New York.
