Public Notice of Program Policy Issuance

The New York State Department of Environmental Conservation has prepared the Program Policy entitled, "Criteria for Sludge Stabilization for Disposal in New York State Landfills." The Policy takes effect 30 days from the date of this notice.

The Policy contains criteria to determine if a sludge has been properly stabilized as required for disposal in a landfill. This Policy was developed to clarify the definition of stabilized sludge found in 6 NYCRR Part 360.

Comments on the draft Program Policy dated May 21, 2003 were accepted through June 18, 2003. Based on these comments, minor changes were made to the Policy which do not affect the technical criteria contained in the Policy.
