The applicant proposes to
continue to operate a 5.0 acre surface sand and gravel mine
within a 17.4 acre parcel. The project site is the Keeler property located on Brookville
Road in the Town of Alexander. The mine will continue to operate as a traditional
surface extraction of glacial deposits of sand and gravel. Mining is not proposed for
below the local water table. Excavation will continue to be done by mechanical
equipment, standard for sand and gravel mining operations. Mining is proposed to
remove approximately 20,000 cubic yards of aggregate sand and gravel over the
remaining operational life of the mine. Material will be stockpiled as unprocessed “run-of-bank”,
or processed with a portable screen. Maximum processing rates for the
screening operation will not exceed 150 tons-per-hour (TPH). Final reclamation will
restore the site to uniformly graded and revegetated open land. Upland reclamation will
include the replacement of stockpiled topsoil, and reseeding with an approved USDA
SCS seed mixture. The reviewed life-of-mine area is 5 (LOM) acres. Application

The applicant proposes to
renew and modify an existing Mined Land Reclamation permit
for the 17.9 acre gravel mine within a +/- 200 acre parcel located east of CR 17, 1500 feet
north of the Livingston/Allegany County line in the Town of Ossian. The applicant
proposes to add 8.29 acres to the Life of Mine. Operation of the mine will continue as a
traditional surface extraction of sand and gravel, with no mining proposed for below the
local water table. Excavation will be by mechanical equipment. A portable crusher will be
used to process the gravel. Final reclamation will restore the site to agricultural use, and
will include the replacement of stockpiled topsoil and reseeding. Application materials
are available for public review and comment at the Regional Office of the NYS DEC.

addition, the project includes service to residents, outside of the Canandaigua-Farmington Consolidated
District, along Johnson Road and Townline Road in the Town of

Water Quality Certification Application to the Department in
October 2002 in association with the federal relicensing of the Ginna Nuclear Power
Plant by the U.S. Nuclear Regulatory Commission (NRC) for a twenty-year period. The
Department has made a tentative determination to issue the 401 Water Quality
Certification for the proposed additional twenty-year term. The Department will
reevaluate the facility on a five-year basis for renewal of the SPDES permit. The file is
