This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Oneida Ltd.-Main Plant, 102 East Seneca Street, Sherrill,
NY 13461.
The Department has made
a tentative determination to approve the application of the
Oneida Ltd.-Main Plant facility, a silverware and plated ware manufacturer. The State
Facility Permit allows the operation of Emission units 1-BOILR, 1-PLATE, 1-PMSRC,
1-RCVRY, 1-STRIP, 1-COATS, 1-QUINCH, which includes combustion sources,
plating operations (silver, nickel, gold), buffing and grinding, silver recovery, wastewater
treatment, black oxide coating, and heat treatment process, and exempt and trivial
sources. The facility has capped out of Title V, and NOx RACT permitting requirements
by tracking and restricting its facility emissions of Sulfur Dioxide (SO2) below 100 tons
per year, Oxides of Nitrogen (NOx) below 100 tons per year, Particulates below 100 tons
per year, and PM-10 below 100 tons per year. The CAP on Particulates and PM-10
require compliance with the facility's Operation and Maintenance Plan that is an
addendum to this permit.
The draft permit with conditions
and Operation and Maintenance Plan are available for
review in the Region 6 NYS DEC office in Watertown and Utica, New York.

The applicant proposes to
armor 405 feet of the bank of Oriskany Creek, a Class C,
Standards C(T) stream. Large stone blocks (3'x3') will be placed at three separate
locations within the applicant's mining facility. The linear feet of each section are 270',
35' and 100'. The bank of the stream will be cut to a 1:1 slope with large Limestone
blocks placed on the slope and keyed into the bottom. Smaller stone will be used for
bedding material.
