Equus Power I, LP proposes
to construct and operate a new gas turbine facility at
Freeport Power Plant #2. The new facility will be constructed on land leased from the
Village of Freeport. The Equus Freeport Power Generating Station will be constructed
immediately adjacent to the new facility proposed by the Village of Freeport and
previously permitted by the Department. The proposed facility will consist of a new
General Electric (GE) LM6000 Sprint simple cycle combustion turbine. The total new
electrical power from this combustion turbine generator will have a nominal electrical
power output of 47 MW.
The combustion turbines
will fire natural gas and the units will operate in simple cycle
mode (no heat recovery) to provide electric generation. The turbines will utilize inlet
chillers and selective catalytic reduction (SCR) to control nitrogen oxide (NOx) emissions
and an oxidation catalyst will be used to control emissions of carbon monoxide (CO) and
volatile organic compounds (VOC). Upon leaving the turbines, the exhaust will be
directed into a 187foot stack.
Pursuant to 6NYCRR Part
201, the Village has opted to obtain a preconstruction permit
and certificate to operate authorizing the construction and operation of the proposed new
facility, pursuant to 6 NYCRR Subpart 201-6.1, prior to obtaining a Title V permit. The
Village has also applied for a modification of their Tidal Wetlands permit. The
Department has made a tentative determination to approve the applications and a draft air
permit is available for review. Details regarding the draft permits and the hearing on the

The Department has made
a tentative determination to approve a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation Law for the discharge to groundwater of filter backwash containing iron &
manganese from a system used to treat potable water at a public water supply wellfield.
The proposed activity is located at the SCWA's Greenbelt Parkway Well Field at
Greenbelt Parkway, Holbrook, Town of Islip.
This tentative determination
indicates that the discharge regulated under this statute is
considered to satisfy regulator standards for permit issuance based on the information
available to the Department at this time. As a tentative determination, the Department
seeks comments on the proposed regulated activity prior to making a final decision on
permit issuance. As such, this tentative determination does ot signify Department
approval for or endorsement of the activity for which a permit is sought or for the overall

The applicant proposes to
remove and replace in the same location 130 linear feet of
bulkhead. Dredge 10 ft. seaward of the replacement bulkhead to a maximum depth of 6
ft. below mean low water. Excavate a 16 ft. x 36 ft. upland area to a depth of 6 ft. below
mean low water and construct 52 linear feet of new bulkhead to create a boat slip.
Resultant 536 cubic yards of spoil material will be trucked off site. Remove and replace
3 existing mooring piles and add one additional mooring pile. Install a 3 ft. x 16 ft. ramp,
a 4 ft. x 65 ft. float, and construct a 12 ft. splashboard. Property is located at 127 Sterling
Avenue, Greenport, Town of Southold, County of Suffolk, on Sterling Creek.
