Approval of Comprehensive Performance Test (CPT) and Risk Burn (RB) Plan with CPT & RB Test Schedule
Orange County - Nepera Inc. (EPA I.D. No: NYD002014595), located on 41 Arden House Road in Harriman, New York, operates an incinerator that incinerates liquid hazardous wastes and fumes generated from pyridine, pyridine derivatives and niacinamide (Vitamin B-3) manufacturing operations at the site, under a 6 NYCRR Part 373 Hazardous Waste Management Permit ( DEC Permit No.: 3-3358-00045/00101, previously issued as 3-3340-00027-00004) and a Title V Air Permit (DEC Permit No.: 3-3358-00045/00127).
Nepera Inc. is required to conduct a comprehensive performance test (CPT) to demonstrate compliance with new air emission standards in the Maximum Achievable Control Technology (MACT) rule for hazardous waste combustors, promulgated by the United States Environmental Protection Agency (USEPA) and adopted by the New York State ( Air Program). In addition under 6 NYCRR Part 373 Nepera Inc. is required to perform a Risk Burn (RB) to demonstrate that at the normal operating conditions its emissions are protective of human health and environment. Nepera Inc. has opted to conduct CPT & RB test separately (CPT immediately followed by RB) and thus, has submitted CPT & RB Plans narrating detailed testing procedures to be followed during the tests. Nepera Inc. has also submitted a Continuous Monitoring Systems (CMS) Performance Evaluation Test Plan as required by the MACT Rule.
Based on the review of these plans, NYSDEC has determined that both CPT and RB plans are acceptable and therefore, has approved them with conditions on September 10, 2003. This notice is pursuant to 6 NYCRR Part 373-1.9(a)(4) & 40 CFR Part 63.1207(e) (2) which requires Nepera Inc. to publish this approval along with the tentative test schedules and make the approved CPT, RB and CMS Performance Evaluation Test plans available for public review.

Orange County - The Planning Board of the Town of Minisink, as lead agency, has determined that the proposed Ridge Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a 86 lot residential development and related infrastructure, including central sewer and water system, and proposed town highways to provide access within the subdivision.
