The Department has prepared a draft permit (SPDES No. NY0269263) and has made a tentative determination to approve the discharge of 12,000 gallons per day of treated (septic tank/sand filter system) sanitary waste water to Tributary 4 of Van Campen Creek and water treatment system backwash discharge to leaching pits. The facility, Friendship Rest Area, is located along the eastbound section of Interstate 86. The draft permit indicating the Department's proposed effluent limitations and monitoring requirements has been prepared and is available for review at the Department's Allegany Sub-Office. |

The applicant proposes to
place approximately 215 feet of rock rip rap and 50 feet of tree
revetments to control erosion along a protected stream (tributary #39 of Tonawanda
Creek). The project will also involve removal of fallen trees and 3 small gravel/sediment
deposits to improve channel flow. All work will be done within a 1,350 foot long stream
section on the applicant's property located on the south side Main Street, approximately
500 feet west of Georges Drive. Application materials are available for public review and
