ENB Region 5 Completed Applications 09/17/2003

The applicant proposes to upgrade an existing driveway that crosses 50 linear feet of Freshwater Wetland # N-11 (class II).  Also, a second proposed driveway is to replace an existing drive that crosses 150 feet of wetland (the new driveway will reduce the wetland crossing to 35 linear feet).  Proposed fill in the wetland and adjacent area is 77 and 366 cubic yards respectively.  The purpose is to access a proposed home site (and a possible second home site) on an upland area.  The project is located on the east side of Herold Drive, north of Grooms Road, Town of Clifton Park.

The Applicant proposes to add 30 acres of affected area to a presently permitted 25-acre affected area within an approved 57 acre Life Of Mine (LOM), for the purpose of extracting unconsolidated gravel and sand. Additionally, the applicant has proposed to mine the existing and proposed affected area to a final floor elevation of ranging from 210-240 feet mean sea level. The project site is located within two contiguous land parcels totaling 84 acres owned by the applicant. The mine site is located on the west side of Button Road,  0.3 miles south of its junction with Lower Newtown Road, Town of Halfmoon, Saratoga County. Application materials are available for public review and comment at the NYS DEC Regional Sub-Office.

The applicant proposes to construct a single family residence, driveway, and pole barn on a former railway bed, in the adjacent area of Freshwater Wetland # R-14 (class I). Also, a sewer force main would cross the wetland to a proposed septic system (located more than 100 feet from the wetland).  The project includes wetland restoration to mitigate prior disturbances.  The site is located on the north side of Goldfoot Road, just west of Route 9, Village of Round Lake.

The applicant proposes to add 4.5 acres to the Life of Mine of an existing 5-acre sand and gravel mine within a 56 acre parcel owned by the applicant. The project area is located on the east side of County Route 30, approximately 0.5 miles north of the Smith Road intersection. The proposed operation will consist of a 5-phased removal and processing, by screening, of the unconsolidated sand and gravel from the site. Reclamation of each phase will occur concurrently with the opening of another phase. Application materials are available for public review and comment at the NYS DEC Regional Sub-Office.

The applicant proposes to place gravel or slate fill alongside Browns Pond (Freshwater Wetland TH-8 (class II)) and Holcolmville Road, to create a 10 foot wide by 36 foot long off-road parking space.  The purpose is to access the remainder of the applicant’s land across the pond; the land can only be reached by boat.  The project is located on the west side of Holcolmville Road, 3/4 mile south of County Route 21, Town of Whitehall.
