The Department has made
a tentative determination to approve this application to modify
a SPDES permit to increase an existing discharge from 16,000 gallons per day (gpd) to
29,440 gpd of treated sanitary wastewater, and add two additional subsurface outfalls
(Outfall Nos. 003 & 004) at the applicant's operating seasonal camp in conjunction with
the construction of two new 56-room on site hotel buildings. Each new subsurface outfall
will discharge 6,720 gallons per day (gpd), resulting in a total increase in the facility's
discharge of 13,440 gpd. The project involves the construction of new septic tanks,
dosing systems, and leaching fields. Camp Manahaim is located on Old White Lake
Turnpike (Blum Road) 2,000 feet north of Butrick Road in the Town of Bethel, Sullivan
County. A draft permit is available for inspection and comment at the regional office.

The
applicant, Karta Corporation, has applied for a modification of their current Part
360 permit to consolidate and increase the daily tonnage limit at their existing transfer
station and at their existing registered recycling facility, currently operating on adjacent
properties, both of which are controlled and operated by Karta Corp.
Karta
Corp is currently authorized:
--- to accept up to 500 Tons per Day
(TPD) of mixed municipal waste and Construction &
Demolition Debris (C&D Debris) at its transfer station, and
--- as a registered registered recycling
facility that accepts an average of 200 TPD of
source separated recyclables, clean wood and recognizable uncontaminated concrete,
masonry, asphalt, pavement, brick, soil or rock.
Karta
Corp's permit modification asks to combine these total tonnages and increase
them up to 916 tons per 8-hour shift for all these types of waste, resulting in a requested
maximum daily total of 2,750 tons per day, if the Department authorizes receipt of waste
for three shifts per day. Karta Corp has also asked the Department to authorize the
operational flexibility to allocate this 916 tons per shift to one or all of these types of
waste listed above depending upon market needs but also limited by the ability of each
building and each type of processing equipment to actually handle this tonnage and to
shift between various types of waste.
As part
of consolidation of the existing solid waste activities on these two adjacent
sites, Karta Corp is also seeking approval for the ongoing reconstruction and upgrade of
the buildings on these sites to completely enclose all aspects of the receipt, processing
and shipment of these materials.
The Karta
Corp transfer station and the Karta Corp registered recycling facility are
located just off NYS Rt 9, on two adjacent lots at 1011 & 1017 Lower South Street, in the
City of Peekskill, Westchester County, NY.

The applicant proposes to
disturb a portion of Freshwater Wetland W-1 (Class II) and the
100 foot adjacent area in conjunction with the construction of a 120,000 square foot
office building with drainage improvements and associated parking facilities on a 27.3-acre parcel.
The project is part of a previously approved and partially constructed office
complex, the Sutton Park Office Development (DEC Permit Nos. 3083-0930 & 3-5534-00044/00003). The
previously approved project has been modified to minimize further
disturbance to regulated areas of Freshwater Wetland W-1. The total area of disturbance
to the wetland under the current proposal is approximately 0.05-acre; the total area of
disturbance to the adjacent area is approximately 0.84-acre. Approximately 1.7-acres of
new wetland and wetland enhancements were constructed at the project site under the
previously issued DEC permits; no further mitigation is required for the current proposal.
The project is located on the west side of Columbus Avenue, approximately 2000 feet
north of Stevens Avenue in the Town of Mount Pleasant, Westchester County. A
stormwater management plan has been prepared and is available for review.
