Correction Of Public Meeting Date

Project Title: Shandaken Wild Forest Unit Management Plan

Due to scheduling delays, a correction of the date for the public meeting on the Shandaken Wild Forest Unit Management Plan has been made. The new date is September 25, 2003 from 7-9 p.m. at the Discovery Lodge (lower lodge) at the Belleayre Ski Center in Highmount, New York. This date replaces the September 11, 2003 date that was noticed in the August 27 issue of the Environmental Notice Bulletin. Comments will be accepted until October 24, 2003.

New York State Office Of Parks, Recreation And Historic Preservation

Pursuant to Title 9, Article 54 of the Environmental Conservation Law, the New York State Office of Parks, Recreation and Historic Preservation hereby gives public notice of the following:

Notice is hereby given, pursuant to Section 49-0305 (9) of the Environmental Conservation Law, that the State of New York acting by and through the New York State Office of Parks, Recreation and Historic Preservation intends to acquire a Conservation Easement from: Town of Poughkeepsie over certain lands located in Dutchess County, New York; and Town of Orangetown, over certain lands located in Rockland County, New York.

Negative Declaration

Ulster County - The County of Ulster, as lead agency, has determined the County of Ulster Department of Highways and Bridges five (5) year Lease and use of an existing 15,146 square foot building, parking and shared access for County bridge fabrication and associated storage will not have a significant adverse environmental impact. The action involves the ratification and associated SEQRA review of Ulster County's June 2, 2003 lease and use of 3.413 acres of land, together with the existing structures located thereon, as located in the Residential (R-1) Acre Zoning District in the Town of Hurley for County bridge fabrication and associated storage.

Ulster County The Town Planning Board of the Town of New Paltz, as lead agency has determined that the Goodman Associates, LLC proposed two (2) lot subdivision, associated site development plan review and zoning law and map changes will not have a significant adverse environmental impact. The action involves the adaptive re-use of an existing agricultural packing/storage facility into thirty-two (32) residential apartment units by adaptive re-use upon 5.50 acres of land situate in the (R-1) Residential one-acre Zoning District. The action further involves the construction of parking areas, highway curb cut and associated drainage and infrastructure improvements. The related actions include extension of the existing Residential Variable (RV) Zoning District to encompass the 5.50 acre premises, associated use and bulk table amendments to the Town of New Paltz Zoning Law and related Zoning Map change by the Town Board of the Town of New Paltz. The project is located on the westerly side of New York State Route 32 South, Town of New Paltz.

Westchester County - The State University Construction Fund, as lead agency, has determined that the proposed New Academic Support Building/Renovations to College Library will not have a significant adverse environmental impact. The action involves construction of a 48,650 sf Academic Support Building at the eastern end of the central plaza above the existing Mechanical Services Bldg and interior renovations at the College Library with associated exterior improvements including a 3,400 sf expansion of the entranceway. The project is located at Lincoln Avenue, Purchase NY (Town of Harrison).

The project scope is based on the School District's facilities' improvements needs as identified in a Master Facilities Plan adopted by the Board of Education on March 20, 2003.

The new construction work varies according to the needs of the individual school facilities, and will include classrooms and instructional spaces, media centers, administrative offices, auditorium/cafetoriums, and other educational, instructional and support spaces.

Anticipated alterations include expansion of existing educational, instructional and support spaces, exterior window and door replacement, addressing current areas of ADA non-compliance, updating or installing computer system infrastructure, and updating heating and ventilating systems, plumbing and electrical systems.

Anticipated site improvements will involve the construction of athletic playfields, playgrounds, reconfiguration of vehicular circulation, new parking spaces, and landscaping to enhance the functional, aesthetic and historic qualities of the school grounds.

Positive Declaration And Public Scoping

Sullivan County - The Planning Board of the Town of Mamakating, as lead agency, has determined that the proposed Yukiguni Maitake Mushroom Production and Processing Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft Scope will be accepted until September 22, 2003. A public scoping session will be held on September 18, 2003 at 7:00 p.m. at the Town Hall, town of Mamakating, 2948 Route 209, Wurtsboro, NY. The action involves The Applicant, Yukiguni Maitake Manufacturing Corporation of America (YMMCA), is proposing to construct a Maitake Mushroom Production and Processing Facility on McDonald Road in the Town of Mamakating; the project will total 4 phases to be constructed over a 3 to 4 year period. The parcel is identified as Section 26, Block 1, Lot 25 on the Town of Mamakating Tax Map. The Applicant currently owns the 47.8(+/-)acre parcel located at the southeast corner of the intersection of New York State Route209 and McDonald Road in the Town of Mamakating.

The proposed Maitake Mushroom Production & Processing Facility will ultimately include 2 main buildings covering 250,907 square feet. The initial construction will be a 2-story 44,563 square foot pilot plant having a total floor space of 89,125square feet. The main plant will then be constructed in 3 additional phases, with each phase being 4-stories and having a 68,781 square foot footprint. Upon completion, the main plant will cover 206,344 square feet and have a total of 825,377 square feet of floor space on 4 floors. Additional structures to be constructed include a separate 4,305 square foot boiler building, a 2,297 square foot water purification building, a 4,305 square foot materials storage building, a 4,305 square foot generator building and two 3,229 square foot sawdust storage sheds to house new and used sawdust used in the mushroom production.

Rockland County - The Village of Montebello Board of Trustees, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Village of Montebello Comprehensive Plan and Enactment of Zoning Amendments.
