normal working hours.

The Department has drafted
an Air State Facility Permit for the installation and operation
of two natural gas and one diesel fired stationary internal combustion engines on
HoliMont property located along Canfield Road in the Town of Mansfield. The proposed
engines will power generators for the production of electricity for HoliMont’s ski resort
operations only.
The draft permit contains
state and federally enforceable conditions which limit NOx
emissions to 80 tons for each calendar 12 month period. By complying with this emission
cap the facility will maintain emissions below major source thresholds and in turn will
avoid Title V permitting under Part 2016, NOx Reasonably Available Control
Technology (RACT) under Part 2272 and New Source Review under Part 231-2. The
facility will also be required to stack each engine to confirm the accuracy of emission
factors used to set limits on natural gas and diesel fuel usage. If test results show higher
values than those used to set limits in this permit, the limits will be adjusted lower
accordingly. Retesting under Department oversight is required prior to any exporting of
electricity off site.
This draft permit represents
a tentative determination and does not signify department
approval for or endorsement of the proposed equipment. The draft permit is available for
review at the Department's Region 9 Buffalo Office, 270 Michigan Avenue, Buffalo, New
York 14202 and Allegany Sub-Office, 182 East Union, Suite 3, Allegany, New York
14706.

NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act
Amendments and made a tentative determination to approve this application for the
existing Lakeview Correctional Facility located in the Town of Portland, Chautauqua
County. This modification will include the operation of diesel internal combustion
generator sets to allow the facility to participate in New York State's Coordinated Energy
Demand Reduction Program (CDRP). This permit also contains new cumulative
conditions which limit the amount of diesel fuel being burned in these engines so that the
cumulative emissions of oxides of nitrogen (NOx) do not exceed 90 tons per year (tpy),
which is below the NSR major source threshold of 100 tpy and facility-wide annual
emission limits of 95 tpy for CO, NOx and SO2 based on a fuel usage formula, which cap
the facility out of Title V permitting. The application, draft permit, relevant supporting
materials and regulations are available for review during normal business hours at the
NYS Department of Environmental Conservation office provided in this notice.

deadline date indicated.

The Department has prepared

application for the Attica and Wyoming Correctional Facilities contiguously located on
the same property in the Town of Attica, Wyoming County. There is one Air State
Facility permit covering both prisons. This modification is to include the operation of

Review (NSR) and Title V permitting. The use of these generators will allow the Attica
and Wyoming Correctional Facilities to participate in New York State's Coordinated
Energy Demand Reduction Program (CDRP). This permit also contains new cumulative
conditions which limit the amount of diesel fuel being burning in these engines so that the
cumulative emissions of oxides of nitrogen (NOx) do not exceed 90 tons per year (tpy)
which is below the NSR major source threshold of 100 tpy. In addition, the permit
contains facility-wide annual emission limits of 95 tpy for CO, NOx and SO2 also based
on a fuel usage formula. The three Detroit diesel generators to be incorporated each
produce 1750 kw of power and will be incorporated into emission unit O-OMAIN. These
