to dump heavy stone fill along approximately 197 feet of
eroding streambank of the Susquehanna River to stabilize it. The project is needed due to
the instability of the river which is in close proximity to Interstate 88 at this stretch and is
beginning to claim the highway embankment. The site is located between Exits 14 and 15
of I-88 on the north bank of the Susquehanna River.

General Permit for Article
15 (Protection of Waters)
and Article 24 (Freshwater
Wetlands)
The NYS DEC, Division of
Environmental Permits has made a tentative decision to issue
a General Permit for certain activities regulated by Article 24 (Freshwater Wetlands) and
Article 15 (Protection of Waters). The goal of this general permit is to expedite the
processing of wetland and stream protection permits for certain activities that fall within
the authorized activity guidelines of 6NYCRR Part 663.4(d), and that are generally
considered to have minimal impacts. In addition, the general permit would include
activities subject to jurisdiction under 6NYCRR Part 608, involving stream or shoreline
disturbances of 100 feet or less, which are also generally considered to have minimal
impacts.
The activities authorized
by this general permit will include minor property
improvements, replacements, reconstructions and expansion of existing structures and
systems, minor utility installation projects, stream bank stabilization (100 feet or less),
various vegetation removal projects involving wetland areas, pesticides applications, and
stormwater/drainage systems.
Any interested parties and/or
agencies desiring to express their views may do so, in
writing, no later than September 19, 2003. Comments should be submitted to William J.
Clarke, Regional Permit Administrator, NYS DEC, 1150 North Westcott Road,
Schenectady, NY 12306.
