Applicant proposes to mechanically excavate an approximately 55,000 square foot area of the shoreline of Hook Pond to remove stands of the common reed, Phragmites australis. 14 inches of soil, with the Phragmites plant material (including root mass and rhizomes) will be removed from the excavation area and taken to an upland location for disposal. The two excavation areas extend approximately 600 feet northwest and 350 feet northeast, respectively, of the outlet structure. The site is located on an unpaved access road off the Village Beach parking area, approximately 460 feet east of Ocean Avenue in the Village of East Hampton. SCTM # 0301-013-10-19.

The applicant proposes an existing discharge of 12,000 gallons per day of laundry wastewater to groundwater from an Aquarelle Generation III filtration water treatment system at the applicant's facility located at 759 Commack Road, Brentwood, Town of Islip, Suffolk County.  The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on the information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.  Refer to this application by application number listed above and SPDES number, NY 0266884.  A copy of the application and draft permit are available at the Region 1 Stony Brook office.  The proposed discharge is located within an area designated as a sole source aquifer.  The following water purveyors have been identified as having service areas located within a 3-mile radius of the applicant's facility: Suffolk County Water Authority.
